[A2k] USTR positions in China WTO TRIPS dispute at odds with talking points on ACTA flexibility

We put together a short set of quotes the USTR used in its dispute with
China over the enforcement of intellectual property rights, relating to
the extent to which the language in Article 1.2 of ACTA provides for
flexibility in giving effect to the concrete provisions of ACTA.  

I don't see how the USTR can claim such a different result in ACTA, and
expect to maintain its position in future WTO disputes.
