[A2k] IP Enforcement Coordinator White Paper with 20 Recommendations to Congress

IP Enforcement Coordinator Victoria Espinel has issued a white paper
that lists 20 recommendations to Congress.  These include - increasing
the U.S. Sentencing Guideline Range for a number of specific
infringements and for "repeat intellectual property offenders;" directly
increasing prison sentences for the sale of counterfeiting drugs; making
illegal streaming a felony; and authorizing wiretaps for law enforcement
investigating copyright infringement.
