AND EXCEPTIONS FOR VISUALLY IMPAIRED PERSONS/PERSONS WITH PRINT 
DISABILITIES 

Document prepared by the Secretariat 

1. The present document contains the draft Text of an International Instrument/Treaty on Limitations and Exceptions for Visually Impaired Persons/Persons with Print Disabilities  (document SCCR/25/2), adopted on November 23, 2012, by the Standing Committee on  Copyright and Related Rights (SCCR) in its twenty–fifth session.   

2. The WIPO General Assembly is  invited to evaluate the text of  document SCCR/25/2 and decide  whether to convene a Diplomatic  Conference to conclude a Treaty to  facilitate Access to Published Works  by Visually Impaired Persons and Persons with Print Disabilities in 2013.   

3. Should the WIPO General  Assembly decide to convene the Diplomatic Conference, the WIPO  General Assembly is further invited to direct the SCCR to meet in special session for three days in February 2013 to undertake further text-based work on document SCCR/25/2, and to instruct the WIPO  Secretariat to make the resulting text available as the Basic Proposal for the  Substantive Provisions of the  Diplomatic Conference. 

4. Should the WIPO General Assembly decide not to convene a diplomatic conference in 2013, the WIPO General Assembly is invited to direct the SCCR to continue negotiations on the text and to reallocate its time in the next SCCR to give priority to that work.
