General Statement of Chile to the WIPO General Assembly 2012 (calling for WIPO to conclude a Treaty for VIPs)

Fernando Schmidt, Subsecretario de Relaciones Exteriores de Chile (Vice-Minister of External Relations, Chile), delivered the following general statement on 1 October 2012. Chile acknowledged that while a favorable environment in WIPO proved conducive to the successful passage of the Beijing Treaty on Audiovisual Performances, major challenges remained. Of great import was the convening of a diplomatic conference in 2013 to conclude a Treaty for the Blind which would be a milestone in the multilateral intellectual property system. The successful conclusion of a Treaty for the Blind would prove that intellectual property would not act as a barrier to access to knowledge goods for the blind, persons with visual impairments and other persons with reading disabilities.

The extract of Chile's intervention on the Treaty for the Blind is reproduced below:

"Sin embargo, Sr. Presidente, esta Organización tiene importantes desafíos en el futuro. El más próximo es la convocatoria a una Conferencia Diplomática en 2013 para contar con un Tratado a favor de las Personas con Discapacidad Visual -un hito en el desarrollo del sistema multilateral de PI- . Demostrará que la PI se puede desarrollar sin constituir un obstáculo al acceso a bienes esenciales como la lectura y la información."
