As the use of ICT becomes ever more ubiquitous in the lives of billions
around the world, the rise of the information society is increasingly
being accompanied by demands from governments, democracies and
authoritarian regimes alike, for user data. In the last few years, we
have witnessed an increase in legal (and extra-legal) mechanisms for
surveilling users, often without judicial oversight. This increase in
surveillance and erosion of due process threatens user privacy and is
having a chilling effect on freedom of expression and other human rights.

In response, Access is in search of a policy counsel to lead our work in
the area of global digital due process, which will involve helping to
craft international standards around requests for user data and
advocating for their adoption by governments, judges, companies, and
investors. This position will report to the Policy Director and will
work closely with Access’ staff focused on achieving greater human
rights compliance in the telecommunications sector and staff working on
the European Data Protection Reform Package.

This position will also work closely with the broad range of
international digital rights, consumer advocacy, and legal reform groups
already engaging in advocacy in this area and will support this
worldwide movement. The primary responsibilities of this position include:

  * Developing best practice international standards and policy guidance
    around access to user data and related topics
  * Developing a “training of trainers” program targeted at institutions
    that do legal training for judges and other legal professionals
  * Crafting new case studies for Access’ Telco Action Plan,# as needed
  * Analyzing national laws and reviewing legal rulings addressing
    aspects of digital due process
  * Encouraging key companies to issue transparency reports and
    participate in sectoral initiatives -- including helping to design
    an independent platform to collate these reports
  * Advocating at key inter-governmental institutions
  * Coordinating and assisting with Access member-facing campaigns and
    other relevant user engagement team activities

2. Position: Access Tech Special Projects Manager

Access Tech seeks a Special Projects Manager to see several
key tech projects to completion. The Special Projects Manager will
report directly to and work closely with Access’ Technology Director as
well as collaborate with other members of Access Tech and the
organization as a whole as the projects require. Projects to which the
Special Projects Manager will contribute and oversee include a
major tech report on cyber attacks; the development of a digital
security platform; the building of a new Access micro website, and other
tasks as required.

In completing these tasks, the Special Projects Manager will be
responsible for:

  * Project management and documentation
  * Writing project briefs
  * Specification of technology platforms
  * Outreach to the tech community
  * Compiling and curating digital security materials
  * Data management
  * Funding application support
