[A2k] 28 June 2013: 51 Signatories to the Marrakesh Treaty

Hi Heesob,

Not all countries have authority to sign on Friday, June 28, but many
will after they have time to review the text.  Because there were so
many uncertainties in the text coming into Marrakesh, many
delegations, including the USA delegation, did not have authority to
sign, in Marrakesh.  Later Friday, the US Statement Department issued
a press release that said they they "approved" the treaty, and would
work with the Congress to ratify.  The 51 signatures on the last day
was a lot, as these things go, more than the Beijing treaty, someone
said.  Ratification will be the more important measure of acceptance,
and that will take some time.  Jamie
