SCCR 36: Recommendation to the WIPO General Assembly on a Broadcasting
Treaty

The “Zombie treaty” for broadcasters may be much closer to having a
diplomatic conference. Delegates to WIPO’s Standing Committee on Copyright
and Related Rights have been shown a proposed recommendation to the WIPO
General Assembly of 2018 to “consider appropriate action towards convening
a Diplomatic Conference for the adoption of a treaty on the protection of
broadcasting organizations by the end of the 2018/2019 biennium.”

The Diplomatic Conference will be convened if determined feasible by the
WIPO General Assembly “with the exact dates and venues to be decided by a
Preparatory Committee.”

Draft Recommendation

Broadcasting:

In view of the progress made in recent SCCR sessions, the General Assembly
is invited to consider appropriate action towards convening a Diplomatic
Conference for the adoption of a treaty on the protection of broadcasting
organizations by the end of the 2018/2019 biennium, if feasible, with the
exact dates and venues to be decided by a Preparatory Committee. It is
understood that the convening of the Diplomatic Conference will be done in
accordance with the long standing practice of consensus.
