[Ip-health] New ICTSD publication on technology transfer and TRIPS Article 66.2 by Suerie Moon

The WHO Global Strategy on Public Health, Innovation and Intellectual
Property (2008) mentions the need to "continue to promote and encourage
technology transfer to least-developed country members of the WTO consistent
with Article 66.2 of the Agreement on Trade-Related Aspects of Intellectual
Property Rights" (Element 4.2 c)).



In this regard, ICTSD's Programme on Innovation, Technology and IP is
pleased to announce the availability of a new policy brief entitled:
*Meaningful
Technology Transfer to LDCs: A Proposal for a Monitoring Mechanism for TRIPS
article 66.2"* by *Suerie Moon*, from Harvard Kennedy School of Government
and Harvard School of Public Health. It is available online at:

TRIPS Article 66.2 requires developed countries to provide incentives to
induce technology transfer to LDCs in order to enable them “to create a
sound and viable technological base.”



The policy brief provides the most recent information and analysis on
reports submitted by developed countries in the context of implementation of
TRIPS article 66.2. It also  outlines the main elements of a monitoring
mechanism to improve the functioning of this provision so as to induce more
relevant, timely and sufficient transfer of technology to the LDCs.
