On February 27th, Elsevier withdrew its initial  staunch endorsement of the Research Works Act, but released an official  statement that it still opposed “government mandates in this area” that  have enabled public access to taxpayer-funded research. Hours later, the  legislative sponsors of the Research Works Act indicated that they  would no longer push for the bill’s legislative passage, hearing and  heeding the voice of countless concerned citizens. Together, we were  able to stop a huge threat to public access for now, but the threat of  similar legislation limiting access to taxpayer funded research in the  future has not gone away.

>> There is an antidote for this - H.R. 4004/S. 2096, the Federal Research  Public Access Act (FRPAA). This bipartisan bill, introduced into both  Houses of Congress, would require “free online public access” to  taxpayer-funded research. Importantly, FRPAA would shorten the time to  public access to no more than six months. At the same time, this bill  would mandate other key federal agencies beyond NIH to grant public  access to taxpayer-funded research, extending the tremendous scientific,  economic, and social benefits of public access to fields outside of  biomedicine.
