Leading expert & problem-solver on Latin America policy issues with 15+
years experience as an analyst, advisor & advocate in private sector &
government settings.

Before heading PhRMA’s advocacy & trade diplomacy efforts for Latin
America, Carl led government relations efforts for Uber in the Southern
Cone (Chile, Argentina, Uruguay & Paraguay). Working with local officials,
Carl influenced regulatory environments to advance Uber's business
objectives to bring better transportation services throughout the region.

Prior to that, Carl was director of the Americas Program at the Center for
Strategic & International Studies (CSIS), one of the world’s preeminent
international policy institutions. There he advised senior policymakers,
private sector executives & influential stakeholders on the region's issues
from politics, trade & regulatory issues, to security & economics, among
others.

Carl joined CSIS from the Senate Foreign Relations Committee (SFRC), where
he served over a decade as Senator Richard Lugar's (R-IN) senior
professional staff for Latin America, the most senior Republican Senate
staff position for this region.

Prior to his work on the SFRC's Republican Staff, Carl worked for Senator
Chuck Schumer (D -NY) and former Senator Harry Reid (D- NV). Carl is a
registered independent.

Before that he served at the U.S. Department of Commerce as special
assistant to the deputy secretary, at the Cuban Affairs Bureau of the
Department of State, & at the U.S. Embassy in Madrid, Spain.

Carl received his B.A. from the University at Albany, State University of
New York & holds M.A. degrees from American University & Columbia
University. He is a member of the Council on Foreign Relations.

Carl is originally from Delmar, New York. Carl is a native speaker of
Spanish & was partly raised in Chile, his mother’s country of origin. He
lives with his family in the Washington D.C. area.
