>>> Opening statement by World Blind Union at WIPO Standing Committee on Copyright and Related Rights SCCR 33 Geneva 14 November 2016
>>>
>>> Mr Chairman,
>>>
>>> Recognising the very important role that you played during the Diplomatic Conference in Marrakesh in June 2013 to help finalise the Treaty, WBU would like to congratulate you this morning on your continuing Chairmanship of this important Standing Committee. Thank you for responding positively to our request to make an Opening Statement on this occasion.
>>>
>>>
>>> Although WIPO celebrated the 30th September 2016, being the day that the Marrakesh Treaty became operational, during its recent Assemblies in October, WBU recognises that many of the Capital representatives attending SCCR this week may not have attended in October. It was this Committee's membership who worked so hard to give the world's blind, visually impaired and print disabled communities the Marrakesh Treaty, and it is right and proper that this meeting recognises that its success in providing a solution for the Book Famine be recognised this week.
>>>
>>>
>>> Whilst technically the treaty has left the SCCR's current agenda, there is still much to be done, as currently only 25 Member States have, so far, ratified it. Many more Member States participating in this meeting this week are encouraged to accede to the Treaty as soon as possible. There are 55 Member States who initially signed the Treaty within the first 12 months following the Diplomatic Conference in Marrakesh, who have not yet ratified their initial intention. We hope that many of those will progress their ratifications in the near future, and ultimately we look for universal ratification so that all blind, visually impaired and print disabled readers throughout the world will have access to the provisions of this Treaty.
>>>
>>>
>>> The WBU has commissioned a Guide to the Marrakesh Treaty, specifically aimed to help those drafting legislation at national level and parliamentarians who will debate and approve legislation. Authored by four Professors renowned for their expertise in Intellectual Property and Human Rights, this Guide is being published by the Oxford University Press in early February 2017.
>>>
>>>
>>> Finally Mr Chairman, May I assure Member States that the WBU will always show its appreciation to WIPO, and to SCCR in particular, for the gift of this Treaty by continuing to promote universal ratification and through promoting good practice between authorised entities and by our beneficiaries.
