   Campaign for Access to Essential Medicines

   Terms of reference

   Title:	 	Legal and Policy Advisor
   Based:		Geneva
   Duration:	Full time/ unlimited contract
   Reporting to:	Director of Policy Advocacy

   The Campaign for Access to Essential Medicines

   The Access Campaign is an international MSF project launched in  
1999. It
   aims to improve access and stimulate development of medical tools
   (drugs, diagnostics, and vaccines) that could have a major impact on
   morbidity and mortality in contexts where MSF works.  The Access
   Campaign challenges external medical-political actors in order to
   overcome barriers identified by practitioners in MSF programmes and
   those practicing in similar environments. To this end it aims to
   influence international policies relevant to improving access and
   stimulating innovation.

   The priorities of the Access Campaign are guided by the medical
   challenges faced by MSF’s operations. The aim is to improve medical
   practice in resource-limited settings by accessing existing and new
   tools (drugs, diagnostics and vaccines) that can change the
   organisation’s medical practice.

   Building on the Access Campaign’s 11 years of experience in  
   and seeking to overcome intellectual property barriers to access to
   medical technologies, in the last two years, the Access Campaign has
   worked both to oppose IP policies that would limit access to not  
just to
   medicines but also to a broader range of medical technologies such as
   vaccines diagnostics and nutrition, and to promote approaches to
   overcome such barriers.

   The Legal and Policy Advisor will work as part of a multidisciplinary
   team comprising clinicians, pharmacists, and policy and advocacy, and
   communications specialists. The advisor will report to the Director  
   Policy Advocacy of the Access Campaign.

   MSF is seeking an experienced professional that will bring their own
   thinking and experience to bear on the Access Campaign’s legal work  
   a focus on intellectual property law and access.


   Ø	To provide analysis and strategic advice on policy developments
   relevant to access to essential health technologies (medicines,
   vaccines, diagnostics and nutrition);
   Ø	Analyze the impact of intellectual property (IP) agreements and
   policies on access to medical technologies, and recommend appropriate
   strategies to mitigate negative effects;
   Ø	Support strategy development and advocacy to oppose measures  
   to access to medical technologies and for measures to improve  
access to
   medical technologies;
   Ø	Contribute to the writing of  briefing documents related to IP and
   Ø	Present MSF’s position at different international policy fora and
   advocate for policies to stimulate access to essential medical
   Ø	Foster and maintain a network of policy makers, NGOs, umbrella  
   and academics working in the international health field on access to
   medical technologies;
   Ø	Contribute to the evolution of MSF policy and practice through
   facilitating exchange between policy debates within MSF and those
   happening in international policy fora;
   Ø	Stimulate public debate around IP and access to essential medical
   technologies (articles, meetings, media work);
   Ø	The Legal and Policy Advisor will also be expected to play an
   integral part in supporting the functions of the Policy Advocacy  


   Essential requirements:
   Ø	Law degree;
   Ø	At least 3 years experience of providing legal advice on IP and
   access to essential medicines;
   Ø	At least 3 years experience of advocacy on IP and Public Health/ 
   Ø	Proven representation, communication and negotiation skills  
   with a willingness to act as a spokesperson;
   Ø	Knowledge/experience of current issues relating to international
   health and access to medicines;
   Ø	Fluency in English;
   Ø	Ability to work independently; capacity to take initiatives and  
   Ø	Availability to travel to other MSF offices, field projects and
   relevant meetings;
   Ø	Computer literate (Word, Excel, Internet).

   Desirable qualifications:
   Ø	Fluency in French;
   Ø	Experience of working with the media.
