[Ip-health] National Research Council Advises Universities to Improve Technology Transfer Offices

A panel convened by the National Research Council issued a report earlier
this month evaluating the effect the Bayh-Dole Act has had over its 30 year
history.  Although the panel claims that Bayh-Dole has not seriously
undermined the responsibilities and norms of universities, the report does
acknowledge that university management of intellectual property has much
room for improvement.
