[Ip-health] New York Times: U.S. Scrambling to Ease Shorta

Well if this were a developing country the answer would be to leave it 
to the market! If the market does not function, then there is something 
wrong with you or your society.

When the shoe is on the other foot, and markets "fail", then this advice 
sounds terrible, does it not? Or is it just my South proclivities that 
make it seem this way?
