[Ip-health] Draft WHO HIV strategy 2011-2015

On 28 April 2011 released the "Draft WHO HIV strategy 2011–2015" in preparation for the upcoming World Health Assembly (64th session).

Here is an extract from the strategy;


"Ensure access to medicines, diagnostics and other commodities. Countries should secure continued access to affordable medicines, diagnostics and other commodities needed for the HIV response. National policies should be established to enable rapid regulatory approval of new and generic medicines and diagnostics and expedite their marketing approval. In order to contain costs, an open, competitive market should be fostered for these commodities, including (as needed) the use of the flexibilities available under the Agreement on Trade-Related Aspects of Intellectual Property Rights, patent pooling and voluntary licence agreements between patent holders and generic manufacturers. The Medicines Patent Pool is a means to enhance availability and facilitate the development of new fixed-dose combinations and adapted formulations, such as paediatric formulations, through voluntary licence agreements. Supply-management systems for health commodities must be strengthened in order to improve the ability of those systems to distribute commodities to all service-delivery points."
