In this cable, the US Embassy meets with PhRMA, Novartis, Merck, and
Mary Fernández Rodríguez, to consider the industry demands for CAFTA+
obligations on the Dominican Republic.  The group was focused in part
on their complaints about Yahaira Sosa Machado, the head of the
Industry & Commerce Ministry's Directorate of External Commerce and
Trade Agreement Administration.  Novartis took the lead in the
meeting, which focused on industry demands that the DR grant more
pharmaceutical patents, and tighten linkage with drug registration.
The cable notes that the DR was acting within the letter of CAFTA, but
not the "spirit."  The role of USAID is discussed, in the context of
providing technical advise on how to process pharmaceutical patents.
