I have looked at the World Bank definition of "high income", which the USTR
has proposed trying to some IPR concessions in the TPP.   The short
version, since 1987, the World Bank standard has fallen from 49.3 to 33.5
percent of the average of countries the World Bank defines as high income.
 The World Bank standard is now just 25 percent of US income.  For
medicines, particularly those with relative flat global pricing, the World
Bank definition is not realistic, regarding ability to pay.  Jamie
