According to USTR's 2014 report, six countries have been listed on the
Special 301 list "every year since the report's inception." The six
countries that have appeared on the Special 301 list every year were Chile,
China, India, Indonesia, Thailand and Turkey.

The 1st edition of the Special 301 list was published in 1989. We looked at
the changes in per capita income (World Bank estimates of GNI per capita,
Atlas method, expressed in US dollars), from 1989 to 2012, to see how the
six countries cited the most for IPR violations did, when compared to the
United States. The answer is, they all did much much better than the USA.

{There is a data table int he blog that makes this point quite concretely.}
