In a Feb. 14 letter, Robert Lighthizer wrote to the Colombian trade
minister that “key stakeholders remain dissatisfied” with government
policies. The letter was sent as a meeting nears this month, according to
sources, to discuss membership in the Organization for Economic Cooperation
and Development, an intergovernmental group of three dozen countries that
was created to stimulate economic progress and world trade.

At issue is the approach taken by Colombian officials to endorsing patents
on medicines in general, as well as approving biosimilars, nearly identical
variants of brand-name biologic medicines that are expected to provide the
same result in patients, but at a lower cost. The pharmaceutical industry
contends that Colombia fails to properly protect its intellectual property
and creates access barriers.
